how do i uninstall defender or shut it down???

since defender updated I CAN NOT DOWNLOAD ANY LINKS FOR PROGRAMS I NEED!!!
YIKES>>>> OR JUST SHUT IT OFF??? I am so frustrated. I have uninstalled all
of my security programs testing each one...still no down loads.
it have to be defender. I have a printer that I can not use because I can
not download any drivers for win . 7.
