I purchased a ready made site, how do I transfer it to my local hard drive so
I can work on it with front page?

You will need to use a 3rd Party FTP application to download the entire site to a folder on your HD,
then open that folder via FP using File Menu | Open Site / Web command.

Ready made meaning web hosting included. Or, just a template to design the
web site from.

If the first and it includes FrontPage Server Extensions, open the site on
the remote (the website) and publish to your HD.
