How do I test uninstalled CPU's and Motherboards

Are there ways to test a CPU chip and/or motherboard to determine if
they are good or bad if they are not installed and operational?

I'm hoping to find detailed instructions outlining the process to
allow me to test multiple types/speeds and varied manufactures of
these devices.
