outlook has hung up. It is trying to send an email but cannot seem to do it.
It will not let me send or receive any mail.

Sigh, and what does "cannot seem to do it" actually mean to someone who
is here and obviously not looking over your shoulder to see at what you
are pointing?

And what dies "will not let me send" mean in regards to an error message
that you did not show here?

If the real problem is that you plugged the toilet because you tried to
flush too big a wad of toilet paper down the fixed-size trap, you now
need to plunge out the blockage. You tried to send an e-mail that was
larger than allowed by your e-mail provider -- which also means that if
it was sent would consume a good chunk of the recipient's disk quota in
their account and possible render their account unusable due to other
received e-mails getting rejected (no more disk space for them).

Delete an item stuck in the Outbox folder:
- Load Outlook.
- Put Outlook in offline mode (File -> Work Offline: enable).
- Exit Outlook.
- Load Outlook in its safe mode ("outlook.exe /safe").
- Delete the stuck item in the Outbox folder.
- Put Outlook in online mode (File -> Work Offline: disable).
- Restart Outlook in its normal mode.

--- Posting Hints ---

ALWAYS REVIEW your message before submitting it. You want someone ELSE
to understand your post other than just yourself. Also remember that no
one here is looking over your shoulder to see at what you are pointing.

Usually you get one chance per potential respondent to elicit a reply
from them. If they skip your post because you gave them nothing to go
on (no details, no versions, no context), usually they will just move on
to the next post and never return to yours. Go read:

Regarding error messages:
- Do NOT describe an error message.
- Do NOT summarize an error message.
- Do NOT paraphrase an error message.
- Do NOT truncate an error message.
- Do show the ENTIRE message (but munge/star out personal info,
like your username).
