You must connect directly with a server and be a FrontPage Server Extensions
Administrator for that web. If you are looking to set permissions, you'll
always have to do that at the destination, in other words, opening the web
that is hosted directly on your host's web server as permissions cannot be
published from a local test server to a production server.
