To convert FAT32 to NTFS is easy, using Convert.exe, as Pegasus said.
Combining 2 partitions into one is not so easy - and it has nothing to do
with FAT vs. NTFS. Disk Management (diskmgmt.msc) will create, delete and
format volumes, and DiskPart.exe (used VERY carefully!) can Extend a volume
into contiguous unallocated space. But Microsoft doesn't sell anything
that will shrink, split or combine basic volumes.
So you have just two real options:
1. Invest your time - backup/repartition/reformat/restore, or
2. Invest your money - Partition Magic or something similar.
