How do I shut off "synchronizing folders" due to performance?

For some reason, I get a message in the task bar often, and especially when
moving an email from my in-box to a folder, stating that Microsoft Outlook is
Synchronizing Folders. I don't know why folders need to be synched, or to
what software, but this seems like something new that is dramatically
impacting the performance of Outlook. Can I turn off this synchronization
process?
