How do I set up a logon Screen using Visual Basic?

I am trying to set up Business account in Outlook that I can use with the
Internet.

What does setting up a business account have to do with creating a logon screen with VB? Outlook automatically presents a logon dialog for any email account that needs it. You can't automate that.
