I prefer to start my presentioantons with a balnk slide, however I can't
figure out how to select the "blank" Content Layout slide as the default. Any
suggestions?

Thanks!

Create a default "blank" presentation with your own defaults

This may be the answer you are seeking.

What Bill said. But you can always add a new blank slide then move it to Slide
1. You don't need to accept the first slide that PPT gives you
