My server only allows databases to be stored is a seprate folder on the same
level as the WWW level. How can I get Frontpage, either through the wizard
or manually, to place results into a folder above the WWW folder?

Any suggestions would be appreciated.

You have to manually create a connection string or your host has to allow you to use a System DSN
connection. Contact you host as they should have connection example available for their
configuration.
