How do I set reminders BEFORE the start of an event in Outlook 2007. The
only options it gives me is "0, 5, 10 or 15 minutes before start", the rest
are minutes, hours or days after AFTER the reminder is set.

Where are you setting the reminder in the first place?
The option to set the reiminder time is there, wherever you first created
the event and set the remind time. Allthough if you didnt specify a time it
defaults to 15 mins before the event

You are looking at 'Snooze' which resets your reminder to be called at the
time you set in Snooze

When you create an appointment the reminder time is before start. The snooze
time is based on either before the start of appointment or a set period of
time from the point you click Snooze.
