No, unfortunately not. PowerPoint seems to look at the information in the
image file's header and size the import according to that.
However there are a few options.
1) Image Importer - a third party add-in that allows the automatic resizing
of images (good stuff, I give it 5 stars)

2) Write your own macro to resize all the images in your presentation after
importing them. (Not as easy as it sounds)
3) Resize the images prior to importing in an image editor program.
