How do I set outlook 2007 to let me open web links in an email?

I have Vista and was using the new Windows Mail but then changed to using
Outlook 2007. The problem I have now is that Outlook will not open web links
in email messages. I keep getting "The operation has been cancelled due to
restrictions in effect on this computer. Please contact your system
administrator". I am signed in on the only account on this PC
(administrator) and have tried changing so many settings its unreal.
Tried using all the help files but as usual they dont offer much help.

reset your web settings. control panel, internet settings... programs tab.

Errr...can you explain that in real peoples language? Control panel, I
assume you mean network and internet, then what - there is no programme
button. What am I resetting?
