How do I set Minimum Password Age policy progmatically.

Is there any command line interface or API level interface that will allow
me to change the Local Security Policy on a Win 2K system? I need to be
able to set the Minimum Password Age security policy to 0. I need to be
able to do this without using the MMC snap-in interface. I was looking at
the SecEdit command line tool, but I wasn't sure what to specify for the
configuration database. Maybe there is a registry setting for this? Please
help.
