how do i set langauge default ? will not hold setting change

Everytime I try to set my default langauge, it always reverts back to it's
pervious setting. As an example it will not permenately change from english
US to english Aus, regardless what I try. HELP PLEASE

It's a global setting, not just Office or Outlook. Control Panel, Regional
and Language settings--change it there. It will affect all of Windows.
