How do I set IIS Virtual dir on command line or progrmatically?

Is there anyway to change a virtual directory path in IIS without using the
MMC snap-in? I need to change a virtual path either pragmatically or
through the command line? I tried setting the registry setting at
HKLM\SYSTEM\CurrentControlSet\Services\W3SVC\Parameters\VirtualRoots, but it
keeps getting reset back to its original value.
