I have been through all the suggested remedies on the Microsoft page but when
I click on "home" in outlook 2003 it keeps bringing up IE Search

This is Home icon on the web toolbar? Outlook uses IE bits for things that
run inside the outlook window (folder home pages, outlook today and
browsing). The default browser is used for links and other things that are
loaded in a new window, outside of outlook.
