how do I restrict everyone to my Microsoft Outlook program (2003)

Anyone can enter my Microsoft Outlook program...how do I restrict them by
setting up a password?

The date and time was Monday, April 06, 2009 9:11:02 AM, and on a whim,

How is that, if you password-protect your account and your PST is on your
local hard drive?
