TweakUI may be the simplest way to control Desktop or
Start Button icons.

Right click on the Start button and select "Properties", on the Start
Menu tab click on Customize... then click on the Advanced tab and have a
look in the Start menu items.

1. What is TweakUI?
2. In Customize, all you can do is Expand Network Connections. You can't
restore Network Neighborhood.

1. How to use Google:

Search using Google!
http://www.google.com/
(How-to: http://www.google.com/intl/en/help/basics.html )

Example:
What is TweakUI
http://www.google.com/search?q=What+is+TweakUI

Which explains it quite well.

Add "Windows XP"...
http://www.google.com/search?q=What+...2Windows+XP%22

That explains it and points to it.
http://www.microsoft.com/windowsxp/D...powertoys.mspx
"This PowerToy gives you access to system settings that are not exposed in
the Windows XP default user interface, including mouse settings, Explorer
settings, taskbar settings, and more.

Version 2.10 requires Windows XP Service Pack 1 or Windows Server 2003."

Hopefully that explains (1) better.

2. Look for "My Network Places". It will put it in your start menu.

Now - going along the lines of my explanation for your (1) query:
http://www.google.com/search?q=How+d...2Windows+XP%22

Remember - it's called "My Network Places" in Windows XP.

Might want this, "How To Restore Icons That Have Been Removed from the
Desktop in Windows XP"
http://support.microsoft.com/kb/279769

That what you want?

If you mean My Network Places, it appears in a couple places so if you
describe where it is missing you will receive better answers:

Missing from your desktop
Missing from the Start Menu (are you using the regular Start menu or
Classic Start menu)
Missing from both
None of the above (please describe)

Tweak UI is an additional Microsoft program that lets you make popular
adjustments to XP through a more user friendly interface. There is
nothing you can do in Tweak UI that you cannot do yourself using some
other method without using an additional program - it is just
sometimes easier to use Tweak UI.

It appears the link to Tweak UI and other niceties has been posted for
you:
