Well, no, not really, but there's no reason to do that. Detect and Repair
from the Help menu would be more expedient. But it might not be needed.
Are you connecting to an Exchange server? If you are, are other users able
to get into their rules? Not being able to open rules in an Exchange
environment is generally a problem talking to the server.
Do you have any add-ins installed in Outlook?
