I accidently did "something" when trying to create a rule pertaining to the
Junk folder - I then tried unsuccessfully to fix it even though I didn't know
what I actually "did" I now get multilple email messages in my INBOX and
JUNK BOX also in certain folders and then some go to Junk Mail and do not go
into the INBOX at all. I am extremely disgusted with this situation.

Have you deleted the rule? What version of Outlook? Are you getting the
*same* message sent to your inbox and junk mail folder (iow, someone sends
you a message and it appears in both folders multiple times)?

This is Outlook 2003. I am unable to delete the rule. When I click on Rules
and alerts it seems like something is trying to open but nothing happens.
And yes messages sent to me appear multiple times in both the inbox and the
junkbox. If I uninstall and reinstall OUtlook would I lose my data. (.pst
files)

Well, no, not really, but there's no reason to do that. Detect and Repair
from the Help menu would be more expedient. But it might not be needed.

Are you connecting to an Exchange server? If you are, are other users able
to get into their rules? Not being able to open rules in an Exchange
environment is generally a problem talking to the server.

Do you have any add-ins installed in Outlook?
