How do I restart Norton AntiSpam plugin?

Outlook 2003 shut down anti-spam plugin after an error. I have followed the
procedure for restarting com addins but although I tick the plugin, it has no
effect. Norton analyst has played with Internet Security remotely and they
say it is all fine

You don't mention your Version of Norton, however you will find Norton
notorious for giving problems. Usually, if you wish to stay with Norton, the
only remedy is to completely uninstall Norton, then use the utility on their
site to 'completely remove' your version.
Reboot your PC, run an Outlook Detect/Repair, reboot, then reinstall Norton,
having first stopped ALL start up apps.

Thank you DL for the time taken in giving this possible fix. I have followed
your instructions precisely and, unfortunately, still have the problem. I
think that the key point that you make is 'if you wish to stay with
Norton'!!!!

I'd avoid McAfee also, for a free AV, AVG appears OK
Personally I use F-Secure
