You don't mention your Version of Norton, however you will find Norton
notorious for giving problems. Usually, if you wish to stay with Norton, the
only remedy is to completely uninstall Norton, then use the utility on their
site to 'completely remove' your version.
Reboot your PC, run an Outlook Detect/Repair, reboot, then reinstall Norton,
having first stopped ALL start up apps.
