How do I resolve an EVENT ID 1000 error?

I have just completed a virgin install of Windows 2000 Server/ Isa
Server/Exchange Server 2000 with all relevant updates/patches applied.
Installation and updates proceeded without error however I am now getting the
following error logged about once every five minutes.

Event Type: Error
Event Source: Userenv
Event Category: None
Event ID: 1000
Date: 26/04/2007
Time: 5:24:56 PM
User: NT AUTHORITY\SYSTEM
Computer: W2KSERVER
Description:
Windows cannot access the file gpt.ini for GPO The file must be present at
the location <>. (). Group Policy processing aborted.

I have also discovered that I cannot open the Domain Controller Security
Applet or the Domain Security Applet [Error messages say "Failed to open the
Group Policy Object. You may not have appropriate rights].

I have gone made countless Microsoft searches and found a whole host of
oblique refefences to this problem but nothing in quite the same context.
None of the proposed methods of resolution worked. I Googled this error and
found quite a few others with the exact same problem in identical
circumstances to mine but nobody seened to ever post any solutions to this
problem.

I am at a loss as to how to proceed.

This seems to be an entirely Microsoft Issue as no third party software is
involved and everything was installed using "standard" options. Surely
somebody knows how to resolve this - I hope so anyway.

How is DNS configured on your server? Please post an ipconfig /all.

I have the same problem.

In my server, there are 2 network cards. One for internal network (Local) and the other for Internet comunications (Internet).

Well, yersterday i disabled the "Deterministic Network Enhancer" for de Internet connection.

Then, i get the error and messages you describe every 5 minutes.

My solution was enable "Deterministic Network Enhancer" for de Internet connection.

This problem is still causing trouble and no amount of research seems to be
getting me any nearer to a solution. What is showing up is that this is a
fairly common problem and that nobody else that who has posted asking for
help has gotten a workable solution either!!!!

MyWeb, eventid.net was the first place I looked but nothing there proved
helpful ... but thanks for your suggestion. BTW: Strange how the ONLY
website with a decent list of Microsoft's errors is NOT run by Microsoft AND
you have to pay to use it!
Speaks volumes about the lack of Customer care from Microsoft doesn't it?

Hello Cyberpro60,

Your problem is more or less DNS related. Your DC has multihomed NIC's which
is not recommended for DC's. This will cause your server to fail.

I am not sure what you mean by "multihomed NIC's" !!!???
My setup is fairly typical, I would have thought. I have two NICs, one for
the local area network and one for a DSL Router. Where is this "not
recommended for DCs"?
Please elaborate!
