How do I replace windows files that I lost because of virus?

Hi does anyone knows how or where to get windows 200
professional files? I think I am missing some files duo to
a computer virus, even though I got rid of it my computer
is acting weird. Every time I move the mouse lots of
little dots follow me and they stay on my screen. I have
to click refresh to get rid of them thanks Israel.
