Outlook occasionally looses e-mails that have been downloaded from a server,
in this case gmail (pop). Once received, it is ordinarily impossible to
receive it again; apparently the receipt is logged to prevent re-receipt. How
do I override this logging for a particular server -- for an individual
message or for the entire set of e-mail on the server?

Set Outlook to leave messages on the server. It is on the Properties page
for your account options.
