I did have some problems similar sometime ago, when I un-installed BCM and later wish to install it again.
The trick that I found is that you have to ensure versions of BCM and Outlook are "compatible" before creating a database - that means if you've not updated Outlook to the latest service pack, you then can use the original version BCM for installation. If you, however, updated Outlook as part of Office Update (as I did before), you then would have to install BCM service pack "before" creating any database, or it will fail.
I don't know the reason but that's my "hands-on" experience and hope this helps.
