Use whatever format you would otherwise have used, & modify it by using
brackets instead of the minus sign in the format statement, for example:
# ##0.00;(# ##0.00)

You really want spaces for the thousands separator?

For me (with my USA dot decimal point):
format|Cells|number tab|custom category
### ### ##0.00;(### ### ##0.00);0;@
positive;negative;0;text

I would think that you'd have to replace the dots with commas in that string:
### ### ##0,00;(### ### ##0,00);0;@
