In Microsoft Outlook, under the "notes" feature (shown at the left side bar
on bottom as a sticky note,) I was reading the note and I hit the "delete"
button by mistake. I tried going to the Tools tab and clicked on "recover
deleted items....." and there is nothing listed.

It's in your Deleted Items folder.
"Recover Deleted Items..." is an Exchange option to recover items that were
deleted from the Deleted Items folder but are still retained by Exchange.
