You would have to use some kind of speech-to-text functionality. You could
try to set up a system using the Windows built-in functionality

look for a more professional solution as offered by companies like
Dictaphone (now Nuance,
http://www.nuance.com/healthcare/). There are
probably other companies offering similar systems, it's just the only one I
ever used.
Note that recording phone calls without the explicit permission of all the
involved parties is probably illegal in most countries.
