How do I read a message in Content-Transfer-Encoding: base64

Sometimes server performance reports arrive with Content-Transfer-Encoding:
base64 and it's not readable. I understand that exchange will do that when
content has some number of 8 bit characters. Is there a way to get outlook to
read these reports or is there some way to get exchange to turn off the 64bit
encoding? I am using Office 2007.
