When the website was designed all the page titles followed the navigation
struture, all of a sudden every page displays the same title - when i
manually change a page title it is now applied to every other page.

It sounds like you are using frames and changed the title in the control
file for the frames.

Note page title and navigation structure are only loosely associated. Once
you create a file in the nav structure (at which point it grabs the title
for the default name on the nav box) the association stops. So you'll have
to open the page or manipulate it's properties to manipulate the <title>
tag...
