How do I prefix replies/forwards with a blue vertical bar?

Turn on the "Prefix each line of the original message" option in
Tools>Options>E-mail Options for both replies and forwards and use HTML
format. You can't turn it on for Plain Text, of course.

I've done this. I'm trying to get a vertical bar and not the > seen below.
Maybe this continuous vertical bar is not an Outlook feature.

For Plain Text messages you'll see the character in the "Prefix each line
with" field. For HTML and Rich Text messages you'll see the blue vertical
line (which you can change to another color if you wish).
