How do I permanently block an e-mail address

Hi,
Is there a way to permanently block an incoming e-mail address.
My ISP provider does filter my spam but I still have to go into my junk
e-mail and continuously delete. Is there a way to stop it at the source?

You could add them to the blocked or junked senders list, and you could
repeat that every time you get their spam again, and again, and again.
Blocking by e-mail address will never get rid of spam. The e-mail
address used in spam is NOT the spammer's e-mail address. That e-mail
address changes every time the spammer (or his zombies) spew that crap.
The spammer could even use your e-mail address. Are you then going to
block yourself?

Why are you going into your Junk folder (and why aren't you using
auto-archiving to permanently delete items older than N days from the
Junk folder)? If Outlook is yanking a copy of the spam then your ISP is
not filtering out that spam. Spam filtered out on the server does not
remain in the Inbox which means Outlook can't retrieve it. If your
e-mail provider has crappy spam filtering then start investigating for a
client-side anti-spam solution. I use SpamPal (free) but there are tons
of anti-spam products available.

No, there is no way for you to stop spam at the source. If that were
possible then anyone that didn't like something you said could prevent
you from sending e-mail to anyone. A malcontent could simply slap
together random username with legit domains and disable everyone's
e-mail. Would you appreciate anyone being able to disable your e-mail
service for whatever reason they chose?
