No. Surely if you don't want people to access your email, then you don't
want people to access your email. What's the point in locking just one
email or a folder? And BTW, you may password your pst file, but once
Outlook is open then anyone can still see your email.
Set up a strong password protected Windows log-in and lock the screen
when you leave your machine.
