how do I open a .qic file in Windows XP?

I have a .qic backup file from Windows 98. How do I open
it in Windows XP?

You can't. Restoring a backup from Windows 98 is not supported.

Cannot Restore Backups That You Create in Windows 95, Windows 98,
or Windows Me with the Windows XP Ntbackup Tool

You may have success restoring Win 9X backups (.qic files)
with Stomp BackupMYPC (formerly Veritas Backup Exec),
