I subscribe to BT Yahoo for internet and email service, I want to replace
the Yahoo email engine with Outlook. when I go to tools/Internet Options/
Programmes and change the email option to Microsoft Office or Outlook Express
it will not take effect.
I have also tried to use Set Programme access and defaults in the add/remove
programmes window. Under custom it gives an email option which when I change
to outlook express it will not take effect

Another way you can try is by running Outlook with the /checkclient.

Most of the time, Start > Run > "outlook /checkclient" (without the quotes)
will work, but if not, look up "command line switches" in Outlook help for
full instructions.
