Say that I want to write something on a webpage. Sort of like a picture file
that i can draw all over. I want to take notes on page itself. Is there any
program or plugin out there that can do this?

You can't change a webpage that belongs to somebody else. You can make a copy
of a webpage, then diddle that copy.

With the webpage of interest on your screen, make a copy by hitting the
PrintScreen key. Then, fire up your favorite photo editing app (PhotoShop,
PaintShopPro, or even M$'s PhotoEditor), click on Edit, then click on
PasteAsNewImage, then use that photo editor to write text on that image.

This is just a general info since I never used this service.

There a Web Site that provides On line capacity for live Stickies.

They act as a proxy that saves on their server your stickies. Therefore, if
you go again to the same page it can super impose the info.

As it is always with online proxy there might be privacy issues (they save
your personal stickies), so investigate before you decide.
