You should start by creating a web/site first then create the pages within
the web. Open FP File | New select empty web or one page web site name it whatever you want...doesn't have to match the name of your online web. Then..Import all the loose pages AND their images and other related files you may have created for those pages into your Opened Web / Site. Always open your website to work on it. Always Import images into the FP web before placing them into your design. Always resize, optimize your images prior to Importing them into FP. Save your pages. Then you can Publish them to your online server.
