I would like to know how to make my pictures fade in and out to another
picture and another in FrontPage 2003.

You can use the blendtrans filter (IE only)

No, you need a "transition" type script - try
http://javascript.internet.com.
plenty there. Search "transition" or "Slideshow" and you'll probably find
what you want.

The most reliable way would be to use Flash. Any other technique will fail
on one or more browser/platform combinations.

Does Flash only work with Dreamweaver or is there a FrontPage Flash?

Flash works with any browser that has the Flash plugin.

It's a standalone app, not a Dreamweaver addon. With Flash you create a
master document which is compiled into a swf file. It's the swf file that
you use on the web.
