How do I make my icon labels transparent?

I have tried everything I have found on the subject, but
the still won't change. Anybody have any ideas? Thanks.

Open System Properties in Control Panel, choose the Advanced tab, and click
Settings in the Performance section. Turn on the Use drop shadows for icon
labels on the desktop option, and click Ok.

Background Transparency and Drop Shadows Do Not Display on Desktop Icons

Thanks for getting back to me Wes, but no such luck. I
had already tried that but it hasn't worked for me. Any
other ideas? Thanks.

I have the same problem and although useful, it still doesn't work
