how do I make a footnote separator a full line

I want it to be a full line across, whether the footnote is continued or not.
If I use three hyphens, it does not create a full line; it just show three
hyphens.
I do not want the lines to be irregular, depending on whether a note carries
over or not.

To alter your Footnote Separator, switch to Normal (2007: Draft) View,
choose Show Footnotes, and at the top of the window that appears is a
dropdown where you can change your two Separators. Note that they
start out in Normal style; you might want to make a new style for
them.

Note that it is very helpful for the reader to have different kinds of
line for the Separator and the Continued Separator.

The three-hyphens (or does it only work with equals or underscore?)
trick needs Enter after them, and it doesn't remotely do what you want
-- it puts a Border on the bottom of the previous paragraph that will
move with the paragraph.

In Normal/Draft view, View Footnotes and choose Footnote Continuation
Separator in the dropdown list. Select and copy the separator. Then choose
Footnote Separator. Select the short separator and paste the long one. If
you want this to be standard for all new documents, you will need to make
this change in Normal.dot; see

As grammatim says, however, the Separator and Continuation Separator are
different for a reason.
