In Normal/Draft view, View Footnotes and choose Footnote Continuation
Separator in the dropdown list. Select and copy the separator. Then choose
Footnote Separator. Select the short separator and paste the long one. If
you want this to be standard for all new documents, you will need to make
this change in Normal.dot; see

As grammatim says, however, the Separator and Continuation Separator are
different for a reason.
