I have front page 2003 I need to make the text no resizeble so I need it to
be in font size 12 and no one use this html file can change the font size or
even the font type so please I need some help how do I make this.

What you are asking for is impossible. Authors can only suggest font
sizes - they cannot control them.
In fact, with any browser, the user can not only change the font-size,
they can also change the font-face and colour. The author has
absolutely no control over this, apart from suggesting preferences in
CSS and HTML.

If the amount of text is very small, use a graphics editor to create a
..gif image of the text, import it into FrontPage and use the image.
This is not Search Engine friendly, and the text really does need to be
a very small quantity, such as headings.
