How do I make the follow up command work in Outlook 2003?

The command appears on the tool bar but is suppressed so messages cannot be
flagged. I thought that flagging was a standard feature in Office
professional 2003 Outlook. How can I make the command work?

what type of email acct? you can't flag imap messages.

Are you using the Outlook Connector? HTTP accounts don't allow follow-up,
either, IIRC.
