Outlook does not have an option to lock toolbar. I am guessing that you are
having a problem with them not staying in place where you place them. The
mostly likely cause is add-ins and there really is no solution other than
deleting addin tool bar

wouldn't be a good add-on to be able to lock the toolbars. I too have been
searching for a lock in documentation and web for a long time. The toolbar
area can get to look like a checkerboard with no rhyme.

Each toolbar has the responsibility of maintaining and remembering its own
position. With no third-party toolbars install, the standard toolbars
supplied with Outlook remember their positions just fine. Throw a misbehaving
third-party toolbar that doesn't play by the rules into the mix and all bets
are off.

Ok, ok. I'm being resonable, and rational and I know that runs contrary to
much of our world, but why would the TOOLBARS be customizable is the
customizations are not able to be kept?

The toolbars themselves must contain the code to pay attention to the
customizations. Many don't.
