How do I lock a stationary

I am trying to make a stationry in outlook and then lock it so when the
message is sent, the reciever cannot change, cut and paste the logo. Is
this possible? If so any idea how it can be done?

Nope, and even if it was possible in Outlook a simply screenshot will always
do the trick as well.
