I have saved outlook files (e-mails and attachments) to a CD and now would
like to load them on my pc where I can read them, preferably in a folder in
outlook. Could someone tell me how to do this?

In which format did you save them? If a pst-file than you can transfer the
pst-file to your computer, remove the "Read Only" file attribute and connect
to it from within Outlook by File-> Open-> Outlook Data File
