How do I lift a restriction in Outlook

For some inexplicable reason, when I receive an email with a link which I
want to "click on" I'm receiving an error dialogue box information me "This
operation has been cancelled due to restrictions in effect on this computer".
I haven't changed anything and was wondering does anyone out there know what
has happened and how do I lift this restriction?
