I want to later a message and show up at a specific time. I know how to go
under options a delay by using the do not send before. When the other person
get the message it shows the time it was sent as the time I clicked send. The
message does not arrive until the time I specified, which is correct. How can
I get the sent time and received time to be within minutes of each other? Im
using Outlook 2003.

That's the way "do not send before" works. I'm not sure if automating the
send via code might work the way you want or of there is a 3rd party utility
to do it.
Try the Outlook programming group.

The date sent is when you composed the e-mail, not when your mail
server received it (to then later send it).
