The Dell CD can only be distributed by Dell with a Dell computer.
The "No-Label" is also not legitimate:

Whether it works now or not and whether you can activate now or not, I
would suggest contact the seller.
There is no guarantee that sometime in the future Microsoft will not
block this illegitimate Product Key.
If the seller is uncooperative, contact law enforcement
