The folder state itself is preserved so expanded folders upon closing of
Outlook are still expanded when starting Outlook again. I've just verified
that this also works with Outlook 2003 with Cached Mode enabled. There could
be various reasons for it not "sticking". Errors in your ost-file and
Outlook not closing correctly are the main causes I would inspect.
Check your ost-file for errors with scanost.exe.
