How do I keep forms maximized and refreshed, not half painted?

Hello, I am a rookie using VB.NET 2002 Professional Edition. I am using
an MDI form, and wish to have all child forms maximized. The problem I
have is that when I set the child form property to "maximized", it only
appears maximized when I open the form as new, or when I close another
form.

When I minimize or shrink a form, all the forms behind it shrink and is
not repainted properly. A solution would
be to prevent someone from resizing the form, but that would
sort of defeat the purpose of MDI.

What methods should I use so I can repaint my forms properly when I
resize? When I only resize one form at runtime, why do the other forms
resize themselves, shouldn't they stay maximized? What methods should I
call, where should I call them, and when?
